Weird startup loop

Just got a new graphics card so I could actually play WAR with a decent fps, but I'm getting a weird startup loop.
On bootup, I get a screen saying what card it is (512 8600gts etc) and then the next screen is the usual F2 = bios, F8 = bootup screen. If I leave it, the system then restarts and goes back to the specs of the card.
If I go into bios I can change stuff there, but If I hit F8 and choose any of the four bootup options (HDD, CD, DVD, Floppy) the PC boots up fine and goes into Windows as usual.
Just a bit annoying - any one got any ideas?

reseat the gfx card, might be just loose
change the boot order so hdd is first
sounds like it could be a psu issue, or ur psu is not man enough to cold boot the pc. may explain that after u have turned it on and gone into bios it boots ok as its had power through it. id try a diff psu if possible. also make sure u got power pluged directly into the gfx if it requires it.
